Baltimore City Councilman Carl Stokes' proposal to curb fees charged by Ticketmaster and other ticket distributors hasn't exactly gone as planned. A city committee on Tuesday bludgeoned Stokes' proposed legislation to the point that it does just the opposite of his intent and allows potentially unlimited fees to be charged for tickets to events in the city.
